Description

Citi Realty Services (CRS) are part of the Citi’s Enterprise Operations & Technology group driving real estate solutions for the Bank globally. The Hong Kong Office Portfolio Manager is responsible for Real Estate, Asset and Project Management of owned and leased office premises and leased data center premises in Hong Kong supporting both Hong Kong based business and APAC Region. The individual will report to the CRS Country Head.

Business Relationships:

  • Key Customer Liaison with internal businesses and external tenants to facilitate all occupancy needs and requirements

  • Liaising with Building Owners, Managing Agents and tenants on all aspects of Real Estate, Asset and Project Management activities but especially to lease and statutory obligations, building operations and resilience

  • Liaising with and supporting, where applicable, other CRS functions to ensure effective service delivery and customer service,

  • Liaising with and supporting, where applicable, other Citi functions to ensure effective service delivery and customer service,

Management and Strategy:

  • Manage the day-to-day operational aspects of all office and data center assets under management

  • Developing, implementing and managing Asset Management strategy for office and data center assets to support the business plan,

  • Responsible for the overall coordination and management of energy management and conservation initiatives and associated reporting,

  • Responsible for the overall coordination and management of wellness initiatives and associated reporting

  • Providing ad hoc reports to CRS local and regional management

Financial Management:

  • Overall P&L responsibility for office and data center assets under management

  • Manage, controls, analyzes, forecasts and reports expense for each asset,

  • Manage closely utility consumption and develop and administer reduction program

  • Preparing annual budgets for all Asset Management capital works and expenses; monitoring expenditure against plan and preparing variance analysis reports

  • Preparing budgets for capital investment projects; monitoring expenditure against plan and ensuring a thorough change management process is in place to ensure necessary approvals are in place prior to any changes being implemented

  • Inventory management of Citi’s “occupancy” assets including reporting to local financial control teams and external auditors

Vendor Management:

  • Developing and managing a full property and facilities management program utilizing and coordinating contracted services and vendors engaged in fabric, plant and equipment maintenance

  • Conducting proactive Vendor Management in line with Citi procedures; to include registration of vendors in Citi tools, ongoing monitoring and maintenance of vendor registrations,

  • Liaising with procurement team to support tendering, awarding and establishment and monitoring of contracts and any other procurement related tasks,

  • Management of all aspects of outsourced resources including performance measurement through the development and utilization of Service Level Agreements and Key Performance Indicators,

  • Risk Management and Compliance:

  • Ensuring compliance with Citi’s operating policies and procedures, Health and Environmental standards and with all related local regulations; employing continuous improvement techniques to work toward minimizing/eliminating health, safety and environmental risks to staff, clients and contractors as well as to premises and assets,

  • Ensure compliance with Real Estate, Asset and Project Management related Citi / CRS policies and standards, together with any local Authority regulations. Maintain records and reports as required,

  • Identify and investigates legal and regulatory issues; responsible for maintaining code compliance, environmental guidelines, critical systems testing and emergency procedures in the facility,

  • Ensure all real estate transaction documentation is prepared in accordance with Citi Real Estate standards, uploaded in a timely manner and regularly updated as required,

  • Ensure preventive facilities maintenance program is maintained and regularly updated as required, utilizing and coordinating contracted services and vendors, in accordance with Citi’s guidelines in order to minimize equipment failure and maximize equipment efficiency; periodically inspect facilities and ensure proper operation and management of all building systems,

  • Responsible for obtaining all necessary building related licenses and permits

  • Ensure timely reporting and updates to Citi’s Insurance Risk Management (CIRM) on all matters relating to building insurance

  • All other compliance requirements relating to the Real Estate, Asset and project Management functions including but not limited to Risk and Control Self-Assessment, Records Retention, Continuity of Business and Information Security

Qualifications

  • Excellent communication skills and fluency in English,

  • University degree, at least 4-5 years’ direct experience in managing building operations

  • Experience in managing real estate transactions and capital projects preferred

  • Strong understanding of corporate real estate software platforms

  • Experience in using Microsoft Office software in a business communications and problem solving context,

  • Strong analytical skills

  • Experience in financial management and budget control

  • Strong relationship management and vendor management skills

  • Experience with service quality metrics and tools
