Job Purpose:

The goal of this position is to ensure consistent delivery of Mobility Program services and consistent application of policy within the region following global direction. Global Mobility supports the cross-border movement of Citi’s talent, designing policies and programs to facilitate the transition and ensure compliance with local legislation and global policies. This role will guide and support HR Advisors, line managers, and direct Mobility Coordinators in all aspects of Global Mobility.

Job Responsibilities:

Act as Subject Matter Expert (SME) on all Global Mobility Program matters in the region and regional liaison to Global Mobility counterparts.

Policy Management

  • Support the communication and adoption of the Global Mobility vision, strategy and outcomes at a regional level to ensure consistency across region; Provide advice and support to ensure the consistent and accurate execution of all Global Mobility policies in the region

  • Review exceptions to global programs to inform the potential need for global policy changes

  • Develop recommended policy changes as a global team and deliver proposals to Senior Management

  • Inform the global team of changes in legislation/processes in countries within the region that may impact the transfer of employees

  • Support policy benchmarking to design competitive global programs to meet Business needs, and comply with tax laws and other regulatory conditions

Trusted Advisor and Key Partnerships

  • Serve as a trusted advisor to HR Advisors, Human Resources Shared Services (HRSS), Regional Businesses and other key partners and stakeholders as an enabler to support global talent and business strategy. Escalation point for complex policy advice. For senior level employees, conduct briefing sessions and troubleshoot as needed. Attend industry conferences, Regional Mobility Manager conference calls and participate in working group calls to share regional updates, challenges and discuss cases to ensure consistent approach for policies and procedures.

  • Communicate and support global initiatives and share with business managers and senior HR management

Execution and Administration

  • Manage and implement consistent operating model for Mobility within the region including the use of new technology and processes. Responsible for the communication and engagement of regional stakeholders to ensure new changes are embedded into the day to day business as usual. Responsible for all change management within the Mobility space to ensure alignment and consistency with global vision

  • Oversee the allowance reviews for the region; Approve, per Citi Expense Management Policy (CEMP), Employee Relocation expenses. Advise on delegations in the region. Serve as the information system point person for implementation of global expatriate HR systems activity. Review rationale and approve assignment extensions . Oversee preparation of estimates for moves. Partner with different stakeholders involved in the mobility/relocation processes (i.e. Regional Human Resources Shared Services (HRSS), Finance, Tax, Legal, On-boarding, Immigration)

  • Provide counsel and process guidance for employee relations issues

  • Vendor Management - Oversee, monitor and review regional vendor service delivery (including vendor selection and vendor relationship management), policy, process and design; monitor metrics and appropriate feedback mechanisms as well as operational risk. Collaborate on global service enhancements and manage the performance of mobility vendors/service providers. Review and approve vendor invoices

Audit, Regulatory and Local Reporting

  • Ensure compliance with local employment regulations related to the geographic movement and employment of mobile employees

  • Ensure process management and records meet audit requirements in the region

  • Local expense reporting – perform HR’s role in the region’s quarterly attestation sign-off.
