Job Background/Context:

Enterprise Supply Chain (ESC) reports in to the Enterprise Infrastructure group which in turn is part of the Citigroup Enterprise O&T division.

ESC aims to deliver world-class end to end supply chain operations to Citigroup through Strategic Sourcing and Supplier Management, Supplier Risk Management and Supply Chain Operations including purchase processing and payables.

Job Purpose:

Reporting to the APAC ESC Head, this position is responsible for the end-to-end planning, coordinating and directing of all ESC activities in the North Asia cluster of the Asia Pacific region. Countries in scope include China, Taiwan, Korea, and Hong Kong; concurrently functioning as ESC Head for Hong Kong with direct oversight over all ESC resources in activities therein.

Principal accountabilities are:

  • Strategic Relationship Management – developing and enhancing key stakeholder relationships within and across the Citi businesses in these countries;

  • Sourcing plan development in concert with business stakeholders across approx. $1BN external spend;

  • Sourcing strategy development and project delivery/execution for all categories;

  • Strategic Supplier Management and participation/support of Citi Partnership Program;

  • Overall point of contact and coordination for the above countries for ESC matters– systems implementation, transformation efforts, business controls, payables and Third Party Utility

  • This role will also be required to work in partnership with Regional ESC Leadership to coordinate the activities and support the development of the regional and CSC workforce, talent planning and general administration for sourcing teams based in the above cluster/s

Key Responsibilities:

Business Stakeholder Engagement and Collaboration:

  • Establish relationships with senior management across the North Asia to understand complex business strategies/cost drivers and link to effective sourcing strategies that enable the business to achieve cost reductions while maintaining and/or improving quality of service;

  • Influence business strategies at the country and regional level and help drive sourcing category strategy and activities

  • Provide oversight and leadership, in conjunction with ESC’s Operations Head, to ESC’s North Asia CSC based in Dalian and with approx. 75 FTE

  • Provide financial support and maintain effective liaison relationships to support creative deal constructs, issue resolution and pipeline transparency;

  • Provide regular (monthly) ESC business level performance reporting to key business stakeholders to ensure transparency, manage expectations, mitigate risks, capture new opportunities and foster continuous trust and confidence in the relationship;

  • Ensure open and effective partnership with all Global and Regional ESC colleagues and country business stakeholders on requirements, design and service delivery needs

  • Execute material improvement in Supply Chain risk management (Third Party Management framework) and performance (Supplier Rationalization and Buying Channels) across the regions, by working closely with functional partners and Citi senior leadership

Sourcing Category Management:

  • Coordinate and oversee all annual sourcing project planning activities for North Asia and ensure collaboration and joint ownership with key business partners;

  • Establish mutual sourcing savings targets with APAC sourcing leads across all categories;

  • Develop and manage to completion detailed commodity, supplier and negotiation strategies for all managed categories

  • Translate global sourcing strategies into client-specific sourcing initiatives that can be executed successfully within North Asia

  • Participate in, coordinate and directly influence negotiations of key primary strategic supplier agreements for the regions

  • Support supplier diversity and sustainability initiatives Ensure the Sourcing teams meet or exceed all relevant and applicable targets

  • Manage and coordinate the regional sourcing teams in meeting organizational objectives and deadlines for all phases of the sourcing process, including training/coaching, recruiting, people development and career management;

  • Establish work priorities, lead, supervise and manage all aspects of the Sourcing function;

  • Facilitate continuous improvement and drive operational process improvement, site and location strategies and standardization through the identification and implementation of continuous improvement initiatives;

  • Interpret, integrate and apply policies and business requirements into the function’s systems, standards, processes and procedures;

  • Ensure consistent documentation accuracy and archival of the supplier selection and negotiation processes

  • In conjunction with Global Analytics, measure Sourcing KPI’s and appropriately monitor and assess performance and report achievements or deficiencies (including action plan) to Global Sourcing Leadership and key business stakeholders;

  • Drive a significant increase in sourcing spend influence across all managed expense categories for the regions;

  • Ensure all service levels are met and that vital internal controls are in place and adhered to regionally;

  • Ensure the timely, efficient and accurate processing of all sourcing transactions;

  • Develop a high performance Team-Based culture across the regional Sourcing teams;

  • Keep current with all sourcing best practices, methods and technologies Leverage market intelligence and industry best practices to drive continuous improvement across the regions

  • Support the Operations in driving productivity, efficiency and transparency of Sourcing Operations

  • Ensure adoption of global process standardization and ownership for regional Sourcing, ensuring clear linkage to broader supply chain and business strategies

  • Drive supplier rationalization, adoption and optimization, with a focus on supplier leveragability across countries Reduce noncompliant/leakage spend

Supplier Relationship Management:

  • Develop and implement effective and sustainable external supplier relationships including leveraging regional and global scale for application both regionally and in-country. This will include among other things:

  • Work with global sourcing leads and Identify potential strategic suppliers and priority focus suppliers in all the major categories

  • Lead teams to negotiate master agreements which are designed to ensure competitive pricing, consistent service delivery and flexibility down stream

  • Identify, select and pre-qualify the "best/leading" suppliers in the industry per category Where appropriate, as part of the supplier analysis, develop recommended standards/guidelines to improve operational efficiency and enable greater leverage

  • Manage strategic supplier performance and relationships Develop and implement supplier governance program(s) Ensure continuous improvement and encouragement of innovative ideas

People Management:

  • Establish and continuously develop professional sourcing teams within the North Asia cluster regions, while also being a senior leader on the respective Regional Management Teams for APAC ESC

  • Work with Global, Regional and Country Sourcing Heads to ensure effective relationships are built between global, local and regional category teams, ensuring that Sourcing is seen and acts as ‘one Citi’ team

  • Drive a robust people development and recruitment strategy to ensure appropriate levels of trained and competent staff are hired, developed and maintained in line with the needs of the function overall

  • Develop a talent management plan which builds career paths for the team within the Regional and Global Sourcing organizations and engenders an ethos of Subject Matter excellence and continuous process improvement



  • Minimum of 10 years progressive strategic sourcing management experience in a global, regional or multi-national organization, ideally in financial services;

  • Extensive experience with category management, demand management and strategic sourcing,

  • SME in developing and applying sophisticated sourcing strategies

  • Proven ability to lead, manage and develop key talent; minimum of 8 years people management experience preferred

  • Proven track record in driving cost savings

  • Ability to effectively persuade/influence and motivate people; excellent team facilitation skills experience required

  • Proven track record in demonstrating ability to think strategically and execute effectively

  • Demonstrated ability to engage with and influence at all senior levels

  • International leadership experience in leading a regional sourcing organization with regional complexities
