Description

The Regional Director of Investigations is responsible for the management of CSIS activities and the actions of its personnel in the ASPAC Region. This is a line-management position, responsible for the day-to-day activities of our investigators. The position is responsible for maintaining a high level of customer service to our clients, the continued growth and development of staff, as well as the quality assurance of CSIS work product.

The Regional Director meets regularly with the CSIS ASPAC Head, Regional Head of Cyber Crime and peers to address development programs and strategies. He/she also participates in fraud preventative strategies with the business, industry and law enforcement leaders to ensure the needs of the business are met and effective coordination is maintained.

In addition, he/she has responsibility for the day-to-day administrative and direct management responsibilities of investigative staff and regional case coordination, including:

  • The Regional Director is responsible for ensuring the appropriate utilization of investigative resources to obtain the optimum results from both financial and non-financial investigations and plays an active role in case-allocation

  • The Regional Director conducts daily reviews of newly closed cases in the case management system to ensure accuracy, compliance with investigative standards and quality and completeness of investigative work

  • The Regional Director samples open cases to ensure proper notation, compliance and accuracy of case records. He/she reviews the case narrative to ensure appropriate financial claims are taken and provides regular feedback, guidance and consultation to investigative staff, offering direction and expertise to further an investigation

  • The Regional Director will perform Risk Control Self Assessment reviews and other quality reviews, as directed

  • The Regional Director is also responsible for the operational effectiveness of all investigators within the ASPAC region. This includes maintaining record retention and storage, annual office reviews, maintaining asset inventory logs, equipment and supply requisitions, and all other operational functions necessary for the continuation of business

  • The Regional Director is responsible for the region’s operating expenses for Investigations within the budget. He/she will ensure effective utilization of resources within the limits of the budget plan. The Regional Director will assist in the monthly expense review and annual allocation processes. He/she will also be responsible for the management, review and approval of all investigators’ T&E and requisitions within the region

  • The Regional Director will ensure the proper coaching, training and development of investigators in the region. He/she will be responsible for all recruitment and selection of new investigators in the region. He/she will manage a record of each employee’s performance and be responsible for staff performance evaluations, goals and objectives

  • The Regional Director will be responsible for representing Citi in dealings with business department heads, legal, compliance and audit with regard to intelligence, fraud and risk matters. Establish and maintain strong networks amongst senior industry peers, law enforcement, government officials and other relevant persons

In addition to line management duties, the Regional Director will be responsible for special projects and assignments as designated by the CSIS ASPAC Head. In certain instances, the Regional Director will personally conduct investigations involving high-profile, sensitive matters.

  • In addition to the above functions related to the ASPAC region the incumbent will also be responsible for managing, developing and coordinating the Global Investigations Program in the ASPAC region

  • Will represent the ASPAC Region on CSIS Global Investigations forums and projects and provide feedback on such representation to all investigators in the Region

  • Will review all open cases in the ASPAC region to ensure the sharing of tactical intelligence and information across the region and between regions

  • Will ensure the appropriate and timely escalation of significant matters to the CSIS Director of Global Investigations and the CSIS ASPAC Head

Performance:

  • Will ensure the appropriate utilization of CSIS resources to obtain the optimum results from investigative efforts. Will ensure effective leveraging of work volume against resources based on skill sets and prioritization

  • Will review cases allocated to investigators within the ASPAC Region to ensure accuracy, compliance with investigative standards and quality and completeness of investigative work and will provide feedback on such reviews to both investigators and relevant sub-regional managers

Personnel:

  • Will develop programs and processes to ensure the proper coaching and development of staff. Will provide input to sub-regional managers on investigative staff performance evaluations, goals and objectives. Will ensure consistency across the region’s management structure

Compliance:

  • Will establish and oversee processes within the ASPAC Region to ensure compliance to all standards, policies, regulations and laws are adhered to, and records of such are maintained. Will be responsible for all endorsement or attestation of such compliance areas and retention of records

Qualifications

  • 15 years investigative experience, preferably in the financial services sector, including progressive management experience

  • A strong knowledge of the financial industry, its products, risks and trends

  • Excellent communication, personal and leadership skills needed for working with peers, management and business customers

  • Possesses a creative, visionary mindset, able to recognize / adapt to change before it occurs with new processes for improvement

  • Ability to work independent in the position with minimum guidance, is self-sufficient and a self-starter

  • Able to multitask by carrying a diverse and complex workload

  • Possesses and has delivered excellent management traits to include dependable results, performance, goals and efficiency

  • Possesses a strong analytical background as well as the ability to multi-task

  • Excellent report writing skills needed to evaluate CSIS results and provide reports for CSIS and the business

  • Proficiency in office skills: Computer, typing, MS Office Suite (Word, Excel and PowerPoint)

  • Prior ASPAC regional experience preferred
